I was struck by a phrase in the recent Harvard Ethics analysis of America’s AI Action Plan: AI governance is at a crossroads.

When you’re standing in a boardroom five years into widespread LLM adoption — with ChatGPT, Claude, Gemini, Bard and countless enterprise models embedded in workflows — that “crossroads” isn’t a policy talking point. It’s where strategic leadership meets existential risk.

In 2026, leaders finally feel the implications of AI in every corner of the enterprise — not because of abstract regulation, but because business outcomes now depend on how responsibly your organization uses AI.

Let me unpack what I’m seeing in the field, grounded in the recent national AI policy debate, and what that means for corporate governance, innovation, and ethical leadership.

1. From Innovation Race to Innovation Responsibility

The White House’s America’s AI Action Plan — the centerpiece of the U.S. federal strategy on AI released in July 2025 — is explicitly focused on accelerating innovation, expanding infrastructure, and asserting global leadership. Its architecture pushes for fewer regulatory barriers and more private-sector-led growth.

That’s politically and economically consequential, but from a business perspective it creates a governance gap:

  • Federal policy emphasizes innovation metrics.
